What is ETBIS (Electronic Trade Information System) Certificate and How to Register?

ETBIS, primarily provides the collection of e-commerce data as well as statistical information about commercial activities carried out over the internet. In addition, these statistics are shared at regular intervals with authorities and it is aimed to determine e-commerce strategies based on cumulative data. In other words, ETBIS is a platform controlled by ministry of commerce that aims to keep records and establish accurate strategies. This certification and developed requirements also protect end consumers who shop online from various e-channels.

What business forms must register to ETBIS?

  • Those who sell through their  own website or mobile application
  • Providers of intermediary services for sales transactions (Virtual marketplaces)
  • Those  who do not sell to the domestic market despite being established in the country,  who operate through intermediary institutions abroad (those who sell from foreign-origin platforms such as eBay and AliExpress).

    *Companies that sell only  through market places established in the country are not obliged to register to ETBIS.

    What are the requirements that must be submitted to the Ministry for registration to ETBIS?

    First of all, we must provide the following information during registration for ETBIS. Filling in the relevant fields during the registration process means that we have made these notifications.

    • KEP address (Registered email address/official email address must be provided by post office upon separate application)
    • The type of e-commerce you do
    • Your business activities outside of e-commerce
    • The types of goods and services you sell and whether they are 2nd hand
    • Payment methods you accept
    • Information on services received from banks, payment and electronic money institutions
    • Information about the cargo and logistics companies you work with
    • Information for e-commerce infrastructure providers you receive services from
    • Information for databases
    • Cross-border e-commerce information
    • Address information
    • E-mail of the company for contact

    Goods and Services

    After entering the basic information, what we need to do is to determine the products and services you will sell from your site. There are many product categories available in the panel where you will perform the operation. You don’t have to choose one of these categories. So you can choose as many times as you want.

    Payment and Trading Type

    In the next stage, you need to choose the payment methods we accept when selling on your site and the type of commerce of your company. This page generally consists of two sections. It also has credit card, debit card, money order/EFT on the left side and payment at the door etc. options. After marking the payment types you use from here, it is time for the trade type. You can also proceed to the next stage by selecting the type of trade your business is running between B2B, B2C, B2G and C2C options from the right part of the page.

    KEP (Registered Electronic Mail Addresses) Information

    KEP – An application that gives the official identity of e-mail correspondence. Companies operating commercially must have a KEP address. In addition, the process of registration to the Electronic Commerce Information System requires to enter your KEP address. The official distributor of these addresses is PTT. You can get this address from the PTT(Post office) or other authorized institutions.

    Payment and Electronic Money

    The institutions where you can work for such purposes are not limited to Turkey. At the same time, if you have an agreement with foreign-based organizations, you can enter the relevant information, or simply answer “No” to the question in this section.

    Cargo and Logistics

    It will be to your advantage to make agreements with cargo and logistics companies to carry out your e-commerce activities with product sales. At this stage of the ETBIS registration, you must select the cargo and logistics companies with which you have an agreement from the list in the system.

    Electronic Commerce Infrastructure Providers

    Many companies that sell over the internet receive services from e-commerce infrastructure providers. You need to enter the e=commerce service provider you receive service from. The selection process is almost the same as for cargo and logistics companies. At this point, it should be noted that only the companies where you receive web design services will not be evaluated under this heading.

    Banks

    What will be done at this stage is to specify the banks where your e-commerce company works with. In addition, if you are working with a bank of foreign origin, you must enter the information of this bank by marking “Yes” in the relevant field of this page.

    Databases

    If you have a database where your customers’ personal data is collected, you must enter the relevant information at this stage. At the same time, the country and city in which it is located together with the database should be specified in the relevant fields. If you do not have a database, you need to check the “I do not have my own database” option. Some companies prefer to use a cloud database. If you are one of these companies, it is important that you do not neglect to mark in this direction at the bottom of the page. They might be subject to audit activities in terms of GDPR laws.

    Address Information

    When registering in the system, we have to enter your company’s address information at this stage. In addition, there are three different units on this page where you are asked to specify the address: warehouse, production location and head office. If your company does not have any of these three addresses, it is possible to mark it in this direction and move on to the next stage.

    Cross-border E-Commerce

    If you are dealing with cross-border e-commerce, which is a very important way to earn income with foreign exchange, this asks, whether you are selling abroad through your site, you should inform about this in the ETBIS registration. The total transaction volume on the basis of the country you sell through Turkey operations and year information requested at this stage. In addition, how you receive payment for these sales should also be specified in this field. If you are not doing cross-border e-commerce, you should reach the final stage by directly passing this step.

    Site Verification

    Site verification, which is the last stage of the ETBIS registration process, is now done with QR codes with the update made in 2020. At this step, when you enter your cross-border e-commerce information and proceed to the next stage, the system creates a QR code for you. You’ll need to add the HTML code for this DataMatrix to the footer section of your site. You should get support from your webservice provider or web designer in this regard. After QR is produced and added to the website, the system automatically checks if its code is placed correctly. If the code is placed without any problems , your site will be registered at ETBIS; in other words, the ETBIS application process is successfully completed. Robotic systems of ETBIS will automatically read this QR codes and generates your ETBIS certificate.
